Hong Kong on Monday formally opened public consultation for its first five-year plan, a historic step that embeds the city’s development trajectory into Beijing’s Greater Bay Area (GBA) integration strategy. The plan marks the first time Hong Kong has adopted the centralized, multi-year planning framework long used by mainland Chinese provinces, signaling a deeper alignment of the city’s economic and social priorities with national goals.

The move follows years of political integration after the 2019 protests and the imposition of the national security law. By mirroring mainland China’s planning playbook, Hong Kong is effectively synchronizing its infrastructure, innovation, and talent pipelines with the GBA — a Beijing-driven initiative to link Hong Kong, Macao, and nine mainland cities into a world-class economic cluster. The consultation period runs through mid-August, with the final plan expected to be published later this year.

According to the Hong Kong government’s consultation document, the plan will focus on four strategic pillars: strengthening innovation and technology, enhancing financial services connectivity, improving cross-border infrastructure, and nurturing a green economy. The government has set up a dedicated website and will hold 12 district forums to gather public input, as reported by The Standard. Chief Executive John Lee said the plan “will set a clear direction for Hong Kong’s long-term development and cement its role as a bridge between the mainland and the world.”

The final five-year plan, covering 2026–2031, will be submitted to Beijing for approval and will serve as the city’s binding development roadmap — a first for a special administrative region that has historically operated with far greater fiscal and policy autonomy.
